1.1. Domains are registered only through Registrars who have accepted the agreement on the official .PP.UA domain website and meet the accreditation requirements.
1.1.1. By accepting this agreement, the domain Registrar and the domain Registrant confirm:
1.1.1.1. their awareness that the status of the .PP.UA domain is "Private" according to the rules of the "UA" domain;
1.1.1.2. their consent to change this status to "Public" if the Administrator of the .PP.UA domain and the Administrator of the .UA domain make the corresponding decision and sign the corresponding agreement.
1.2. Accreditation may be obtained by a legal entity by passing an exam and providing confirmation of compliance with the technical requirements described in clause 2.
1.3. A legal entity is considered accredited provided that at least 2 employees of this entity have passed the exam and the technical requirements described in clause 2 have been met.
1.4. The exam is considered passed if more than 75% of the questions are answered correctly.
1.5. In case of violation of the requirements or receipt of substantiated user complaints, accreditation is revoked until the errors are corrected and the exam is retaken.
1.5.1. If accreditation of a legal entity is revoked, at least 2 employees must retake the exam.
1.6. Accreditation is carried out annually and free of charge.
1.7. First of all, accreditation is intended to confirm the registrar's qualifications and protect consumers from poor-quality services.
1.8. The cost of taking the exam is communicated when submitting the Accreditation application and may also be published on the official .PP.UA domain website.
1.9. The purpose of taking the exam may be professional development and not necessarily subsequent accreditation.
2.1. Applications are accepted only via the EPP protocol (RFC-5730).
2.2. Technical access credentials are provided after passing the accreditation procedure.
2.3. The Registrar must have at its disposal:
2.3.1. At least one operational name server, available 24 hours a day, 7 days a week.
2.3.1.1. In order to ensure the continuous operation of domain names, it is recommended to use at least 2 name servers located in different Internet networks.
2.3.2. A website available 24 hours a day, 7 days a week.
2.3.2.1. The website must contain truthful and accurate contact information about the entity providing domain name registration services.
2.3.3. Email service operating 24 hours a day, 7 days a week
3.1. Upon receipt of an application, the domain is registered for 5 days and awaits activation. At the same time, the registered domain has the status pendingCreate.
3.2. If activation is not completed within 5 days, the domain is subject to deletion.
3.3. After activation, the domain is delegated for a period of 1 year.
3.4. The Registrant has the right to confirm domain renewal for the next year ոչ earlier than 4 months before the domain delegation expiration date.
3.4.1. The Registrant sends a domain renewal request to their Registrar;
3.4.2. The Registrar initiates domain renewal by sending the соответствующей application to the registry;
3.4.3. The registry sends the Registrant information (code) for domain renewal;
3.4.4. The domain is renewed at the moment of domain activation on the apu.drs.ua website.
4.1. Domain delegation takes place after domain activation.
4.1.1. Activation is performed by entering a code on the apu.drs.ua website.
4.1.2. No more than 3 codes per month are sent to the Registrant.
4.1.3. After entering the code on the apu.drs.ua website, the domain is automatically delegated for 12 months from the moment the application is received.
4.2. Domain data modification takes place after receiving the соответствующей application from the Registrar and confirmation from the domain Registrant.
4.2.1. Change of the domain Registrant takes place after receiving a request from the current Registrar.
4.2.2. Change of the domain Registrar takes place after receiving a request from the new Registrar; the request must contain the secret domain code provided to the new Registrar by the domain Registrant.
4.2.3. Before initiating the domain transfer, the new Registrar is obliged to send an email to the Registrant of the transferred domain with information about the intention to initiate the transfer procedure and a proposal to allow such an operation.
5.1. A third-level .PP.UA domain may be blocked in the following cases:
5.1.1. Use of the domain for the purpose of subsequent resale;
5.1.2. Use of the domain violates the current legislation of Ukraine or other countries;
5.1.3. The domain is registered and used:
5.1.3.1. for the purpose of deceiving and misleading Internet users;
5.1.3.2. for sending advertising messages; for direct advertising of products and services;
5.1.3.3. for redirecting Internet users to other domains;
5.1.3.4. on parking services and traffic generation services;
5.1.3.5. as doorways and other similar services;
5.1.3.6. for phishing purposes.
5.1.4. Upon repeated substantiated complaints from Internet users;
5.1.5. Upon provision of inaccurate or false Registrant data;
5.1.6. By decision of the Administrator of the .PP.UA domain.
5.2. A domain may be deleted in the following cases:
5.2.1. SMS messages are not delivered to the provided phone number and the registrant does not respond to notification emails sent to the provided email address. In this case, the domain may be blocked or undelegated and deleted upon expiration of the delegation period.
5.2.2. The Registrant repeatedly violates the domain rules. In this case, the domain may be blocked or undelegated and deleted upon expiration of the delegation period. Restoration of such a domain may only take place after updating the registrant data and paying the corresponding fine.
5.3. The Administrator of the .PP.UA domain has the right to block a domain for violations of the .PP.UA domain rules without prior notice to the Registrant and the Registrar.
5.4. To reactivate a domain after blocking, the domain Registrant must pay a fine of 5 conventional units at the NBU exchange rate at the time of payment (1 conventional unit equals 1 US dollar).
5.4.1. The decision to cancel payment of the fine may be made by the Administrator of the .PP.UA domain either unilaterally or upon receiving a reasoned explanation from the Registrant for canceling the fine.
5.5. Disputes regarding the use of .PP.UA domains are resolved through negotiations or in court;
5.5.1. The defendant in all disputes is exclusively the person using the corresponding third-level domain in the .PP.UA domain;
5.5.2. Neither the Administrator of the .PP.UA domain nor the Registrar bears responsibility for the use of third-level domains in the .PP.UA domain.
Service Description
The Whois service operates at whois.pp.ua (port 43).
The authoritative Whois service is available at whois.pp.ua (port 43) or on the dig.ua website via the http protocol. The service is provided for all third-level domains registered in the second-level .PP.UA domain. This service is public and available to everyone. It must be available 24 hours a day, 7 days a week.
Servers from which an increased (excessive) number of requests is received or from which other abnormal use of this service is observed will be blocked for a certain period of time. In case of repeated abuse, the blocking period will be increased. The Administrator of the .PP.UA domain unilaterally determines such violations and takes measures at its own discretion.
The domain Administrator updates the Whois service in real time.
Whois service servers must provide query results in ASCII (UTF-8 compatible) for standardization purposes and for displaying IDN (internationalized) .PP.UA domains.
